Can sunburn cause extreme itching?

My best friend, 18 at the time, had gotten a very bad sunburn. About 2 days later, she began to itch so bad that she could barely stand it. Her skin was red as would be normal for sunburn, but there was no other inflamation. She tried Noxema, but it only seemed to make it worse. Even cold water irritated it! Finally, she stopped itching but it took a while. My question is this: Was this caused by the sunburn? I do know one thing and that is that she was not peeling at all. I'd appreciate your comments. Thanks!

Sure, sunburn can cause itching.

Ok, cool. What exactly is it that causes the itching? Is it just the fact that the skin is burned and dry?

My guess would be that either direct damage to endings of nerve fibers or their irritation by inflammation mediators causes itching.
