Is niacinamide useful in cleansers?

Question: is niacinamide useful in cleansers? That is,

1) does it benefit skin during the short contact of the cleanser (up to, say, 5 minutes); or

2) does it deposit on the skin, so that it can provide skin-benefits later?

If it is the type of cleanser you then rinse off, the niacinamide in it is unlikely to be useful.
