You can try to make your own toner. Homemade toners can also make your less shiny and oily. Most toners in the market contain chemicals that can damage your skin.

You can try making green tea toner. Green tea contains powerful anti-oxidants and nutrients that can prevent wrinkles and a powerful anti aging toner. Brew a cup of green tea and let it cool down. Use a cotton ball to apply to skin.
