I had this question a lot when I traveled for a certain skin care line. I would first have to ask if you have slightly darker skin all over your body. The reason I ask is because if you have Caucasian skin, darker pigmentation has mostly to do with circulation and respiratory or lack of oxygen (people with respiratory conditions, such as asthma may have darker skin around eyes.) Mainly puffiness and dark circles are hereditary.
But based on how you phrased the question, I'm guessing that perhaps you're darker, which is good news, because there's a much bigger chance that the darker skin around your eyes CAN be lightened.
The line that had pretty good products for this concern is called Natura Bisse. They're a pricier skin care line, but they do have excellent products. I know they've switched around some since I worked for them, but if you call them or visit their counter, they should be able to provide you with samples of the latest products they feel will work for you.
Just remember to be patient, as it won't lighten overnight, and DEFINITELY wear your sunscreen. Most people forget to apply it around their eyes...the thinnest, most delicate skin on the face.

Thank you, EstheticianMarcella, for your informative reply. I'm sorry it has taken me so long to respond.
I am a fair-skinned Caucasian. I am less concerned about dark circles than I am about the dark (sun) spots around my eyes. I guess years of applying sunscreen to my face but avoiding the eye area has taken its toll on me. One of the products I should be adding to my ritual is an eye cream with sunscreen.
I have taken a quick look at the Natura Bisse website; their products clearly seem to be of excellent quality. Most of the products are definitely too pricey for my budget, but a couple of the ones formulated for the eyes might be within reach. I will be sure to check them out.

I read an article 2 weeks ago about dark circles under the eyes. It mentioned that there are 2 types, one results from slow blood flow circulation and the other one is due to the pigments who make more melanin. If your circles get worse when you expose to the sun, so that means you are type 2 and it can be solved by using daily sunscreen. if it didnt decrease the condition you will need to consult a doctor. Note that sleep deprivation worsen the case (most of the time).
