Closed pores, less damage?

Does closing pores with cold water help prevent environmental toxins from reaching the skin? For example, if I were to go out at night ,would it be wise to close my pores with cold water to prevent any toxins (from car fumes/smoke) from entering my skin?

Can only say use of cold water dose not let extra sweat to come out of the skin pores.
